# VISA PROVISIONING INTELLIGENCE Harness the power of AI to detect fraudulent token provisioning

Visa Provisioning Intelligence (VPI) provides real-time fraud risk scoring for token requests.

## A better way to protect your cardholders by preventing token provisioning fraud

Tokenization helps keep commerce safe and convenient. However, fraudulently provisioned tokens threaten the payments ecosystem, with an estimated $809M losses globally in 2025.¹ VPI uses AI to help issuers differentiate between genuine and fraudulent token requests and reduce false positives.

- 14x more fraud detected with VPI vs. token requestor scores²
- 94% fewer false positives with VPI vs. token requestor scores²

## Safeguard transactions with sophisticated AI

Fraud attacks today attempt to mimic cardholder behaviors, accessing personal data to transact using fraudulently provisioned tokens. VPI uses AI-powered learning tools to detect and mitigate large-scale provisioning fraud in real-time, while keeping pace with these emerging threats.

## Integrate seamlessly with your system

VPI complements your fraud and risk management tools, such as Visa Risk Manager, without disrupting your existing rules. It provides fraud protection for device, e-commerce and card-on-file tokens, allowing your bank to more accurately detect provisioning fraud.

## Decision with confidence using the VPI risk score

VPI delivers a two-digit provisioning risk score based on anonymized and transformed data that helps to improve token request decisioning by identifying low-risk requests and reducing false positives, ensuring smoother transactions and improving cardholders’ experience.

## Visa brings deep fraud prevention expertise

Visa brings decades of experience to all aspects of fraud prevention, from token provisioning requests to authorization. VPI uses segment-level supervised machine learning to identify patterns in past token requests across device, e-commerce and card-on-file tokens to better predict the probability of token provisioning fraud.

### Tokenization leaders

Since 2014, Visa has brought greater protection to digital commerce, issuing 10B tokens, and with over 2.5M eCommerce merchants transacting with Visa tokens.³

### AI pioneers

30+ years ago, Visa was the first network to deploy AI-based technology for risk and fraud management. Today, AI models power 100+ products, helping to protect all players in the payments ecosystem.⁴

2. VisaNet, issuer reported fraud rates for mobile devices using secure element or host cloud emulation in January 2025 occurring within 7 days of token provisioning. Results are based on comparing the VPI score to other device risk scores provided by token requestors in a random sample of token requests that is statistically meaningful while also maintaining Visa confidentiality obligations to other parties. The fraud prevention rate and false positive ratios comparison is determined by comparing the highest risk-rated token requestor scores versus the highest risk-rated VPI scores.
